SECTION 1. THE ORGANIZER AND OFFICIAL REGULATION OF THE COMPETITION

The competition “CHISINAU INTERNATIONAL MARATHON” (hereinafter referred to as “Competition”) is organized by Public association SPORTS CLUB “SPORTER”, in partnership with SIMPALS Company.

PO SPORTS CLUB “SPORTER” has as aim the promotion of the movement (outdoor running) and of a healthy lifestyle for a wide segment of population, as well as the involvement of the local community in the actions of sports promotion and of its benefits.

The participants in the competition must observe the terms and conditions of the Official Regulation of the Competition (hereinafter referred to as “Official Regulation”). The Official Regulation is drawn up and will be made public, being available for free to any applicant on the website www.marathon.md. By participating in this Competition, the participants agree to observe and to comply with all provisions, terms and conditions of this Official Regulation and of legislation applicable.

SECTION 2. PERIOD AND COMPETITION AREA

2.1. DATE AND PLACE OF COMPETITION

The competition will take place on Sunday, 01 October 2017, starting at 10:00 AM in Chisinau municipality, having the start and the finish in the Great National Assembly Square – GNAS (Piața Marii Adunări Naționale), according to mechanism of the Competition, as it is stated in Section 3 of this Regulation.

SECTION 3. COMPETITION MECHANISM

3.1. PARTICIPANTS AND CONDUCT OF COMPETITION

This competition is also aimed at children, young people and adults who will compete on the routes set by the organizers, depending on their age and their training.

– At Marathon (42 km 195 m) trial only people who have reached the age of 18 until the date or the day of the competition can participate.

At Semi-marathon (21 km 0975 m) trial only people who have reached the age of 18 until the date or the day of the competition can participate.

Exception: people aged 16 or up to the date of the competition inclusive are admitted to the competition only if they are students of a sports school and if they submit mandatory the Statement (written agreement) of the parents and the coach.

At trial of 10.5 km people who have reached the age of 16 until the date or the day of the competition can participate

At trial of 5 km people who have reached the age of 16 until the date or the day of the competition can participate

At Fun Run (1.5 km) trial all willing persons are admitted, with no age limit.

Everyone who wishes to participate in the competition shall access the Registration page of the competition’s official site www.marathon.md until the deadline stated on it.

For the competitive races (marathon, semi-marathon and distance of 10.5 km and 5 km), there will be NO registration on the day of competition.

At the children races Kids Run Day can participate children aged 5 and 12 years. The registrations (on categories of age) are made on the KIDS RUN DAY page from the official site www.marathon.md within the time limit and until the date indicated on the competition page. The registration at these trials may be made also at the places where the kits are given (Sport Expo), as well as at the places of competition conduct, but only within the remaining available places and according to the program announced on the official website. This year the limit of participants will be 450 children.

3.2. RACES FOR ADULTS AND YOUNG PEOPLE

All races for adults will take place on Sunday (01 October 2017).

Marathon – individual race of 42 km 195 m;

Semi-marathon – individual race of 21.097 km;

Race of 10.5 km – individual race;

Race of 5.00 km – individual race;

Fun Run – 1.5 km.

3.3. CHILDREN’S RACES

All children races will take place on Saturday (30 September 2017). The races program will be published on the official site.

Children’s races will be based on the following age categories, with separate starts:

      Children aged 5-6;

      Children aged 7-9;

      Children aged 10-12.

3.4 ROUTES TO BE COVERED

The contest routes will be marked by the organizers by fences and delimitations bands and will be monitored by judges and policemen located in different points of the routes. The description and the map of the routes are available on the official site of the competition.

Great National Assembly Square – GNAS (Piața Marii Adunări Naționale)

      Fun Run (1.5 km): GNAS – Stefan cel Mare Blvd. – Vasile Alecsandri St. – Metropolitan Varlaam St. – Pushkin St. – GNAS;

      Race on the distance of 5 km: GNAS – Stefan cel Mare Blvd. – Ciuflea St. – 31 August 1989 St. – Sfatul Tarii St. – Stefan cel Mare Blvd. – GNAS;

      Race on the distance of 10 km: GNAS –Stefan cel MareBlvd. –Ciuflea St.– Dacia Blvd. (up to Trandafirilor St.) –Dacia Bd. –Ciuflea St. – Stefan cel Mare Blvd. (up to  Toma Ciorba St.) – Stefan cel Mare Blvd. – GNAS;

      Semi-marathon (21 km): GNAS – Stefan cel Mare Blvd. – Ciuflea St. – Dacia Blvd. (up to Trandafirilor St.) –Dacia Blvd. – Ciuflea St. – Stefan cel Mare Blvd. (up to Toma Ciorba St.) – Stefan cel Mare Blvd. – GNAS (2 cycles, each of 10.5 km);

      Marathon (42.195 km): GNAS – Stefan cel Mare Blvd. – Ciuflea St. – Dacia Blvd. (up to Trandafirilor St.) –Dacia Blvd. – Ciuflea St. – Stefan cel Mare Blvd. (up to Toma Ciorba St.) – Stefan cel Mare Blvd. – GNAS (4 cycles, each of 10.5 km);

Change of route or cancellation of the race.

In case of bad weather, the organizer reserves the right to change the route, the time limits and even to stop/cancel/defer the competition.

In these cases, the competitors will be informed by email, and further information will be available on the site of the competition.

3.5. REGISTRATION

The registration of the participants is made by the online registration on the site www.marathon.md. Complete the Registration form.

The registration of participants is made within the places available and up to the date stated on the official site.

By signing the Registration form or ticking the appropriate box during the online registration, each participant:

      Declares that he/she accepts and understands the terms and conditions of participation in “Chisinau International Marathon”, as well as the competition regulation.

      Agrees that his/her image or other public data, as well as the results, leader board obtained to be used in the event’s promotional materials as pictures, videos, interviews, posters etc. for free and  uncensored.

Important! The number of participants is limited. The number of places available for each race:

      Marathon – Individual race of 42 km 195 m: 400 participants;

      Semi-marathon – Individual race of 21.097 km: 1000 participants;

      Race of 10.5 km – Individual race: 1600 participants;

      Race of 5.00 km – Individual race: 1000 participants.

The forms, where all data are not filled, are considered as incomplete registrations and will be cancelled.

Participation conditions:

To participate in the competition and to receive a contest number, all the following conditions shall be fulfilled:

1)    Runner must be at least 18 years of age (the participants aged under 18 must have the written agreement of the parent and/or of coach).

2)    Runner must submit the proof of payment of the registration fee.

3)    Runner must have an identity document in original.

Organizer reserves its right to refuse the registration and participation in the race, for objective reasons, to a participant.

3.6. START PACKETS

The start packet includes the official T-shirt, official rucksack, contest number with timing chip embedded.

It may include also other advertising materials/issues from the partners.

After the finish line, the participants, who have fallen within the race time limit, receive the official medal of the event.

3.7. WITHDRAWAL FROM THE COMPETITION

If someone wants to draw away from the competition, the reimbursement of the fee is not possible. In this case we encourage the substitutes to be found.

3.8. AMENDMENT OF REGISTRATION

For the marathon, semi-marathon races, race of 10.5 km and race of 5 km, the amendment of registration (change of persons, transfer to from a trial to another) is possible at least 14 days before the event day by an application sent to the official addresses from the contact page.

3.9. PARTICIPATION FEES

The participation fees for all races:

      Marathon (42 km 195 m ) is 400 MDL

450 MDL (≈22 EURO ) – beginning with 01.08.2017- 31.08.2017,

500 MDL (≈24 EUR O) beginning with 01.09.2017- 28.09.2017,

      Semi-marathon (21.097 km) – 300 MDL

400 MDL (≈19 EURO) – beginning with 01.09.2017-28.09.2017,

      Race of 10.5 km – 200 MDL

3.10. PAYMENT METHODS

Payment of registration fee is made by online payment, bank transfer or cash. The details concerning the payment methods are available on the official site at the REGISTRATION page.

3.11. STATEMENT. CONSENT CONCERNING OWN RESPONSIBILITY

For the marathon, semi-marathon races, race of 10.5 km and race of 5 km, at the receipt of the participation kit, all participants shall sign a statement at own responsibility before the organizer’s representative and a witness by which they confirm that they are medically fit to participate in the competition. This statement can be printed after the online registration (here) and will be filled before the kit receipt.

The participants under 18 at any race from the contest shall be accompanied at the registration and the receipt of the contest number by a parent, who will fill in and will sign the registration form by which he/she gives his/her consent at his/her own responsibility before the organizer’s representative and a witness that the child is medically fit to participate in the competition.

3.12. COMPETITION EQUIPMENT. COMPETITION NUMBERS

The participants (children and adults) will participate at the competition with their own equipment. The competition number will be made available by the organizers.

For the marathon, semi-marathon races, race of 10.5 km and race of 5 km the competition numbers (on which the electronic timing chip will be embedded) will be handed the competitors during the receipt of kits, according to the program announced on the site in the days before the race.

Exceptionally, on the day of races, the kits will be available (between 06:00 and 08:30) only for confirmed participants who do not have a residence in Chisinau.

Care should be taken to ensure that the electronic timing chip (disposable) embedded on the competition number DO NOT be detached from it.

The timing system calculates the time of each participant, registering each pass of the chip through the electronic carpets: at the start, at the check points from the route and at the finish.

ATTENTION! The runners, who will not pass through all check points, will be automatically disqualified. The participants bear responsibility for carrying the competition number on the T-shirt, on the front, and not to damage the electronic chip.

The kits for the children’s competition Kids Run Day will be distributed only in the day of competition according to the program announced on the official site.

It will be automatically disqualified any participant who does not bear the contest number on the T-shirt or other competition number Instead of the one received from the organizer. In the day of competition the change or replacement of the competition number in case of loss WILL NOT be possible, and even change of the competition numbers between runners. These violations lead to disqualification.

3.12. START – TIME LIMIT – REOPENING THE TRAFFIC

Please consult the official program of the event on the official site www.marathon.md to find out the starting times for each trial.

Time limit for the marathon race is 6 h.

Time limit for the semi-marathon race is 3 h.

Time limit for the individual race of 10.5 km is 1 h and ½.

Time limit for the individual race of 5 km is 45 min.

The participants, who will reach the finish after this time limit, will not be included in the race classification, where they have participated, and will not receive medals.  

The competitors who exceed the time limits will be alerted by race judges and will have to go immediately to the start / finish area.

ATTENTION! The continuation of the race after exceeding the time limit is forbidden. After this time limit, all roads will be re-opened for traffic and the organizers will no longer guarantee the safety of the participants

3.13. DETERMINATION OF RESULTS

For the marathon, semi-marathon races, race of 10.5 km and race of 5 km, the “official classification” will be determined by electronic timing and will be available on the competition site within maximum 24 hours from the end of the races. According to the international regulations, the “official classification” is set under the “official time” recorded for each runner. The “official time” is measured since the official start up to the moment of crossing the finish line. It will be made separate classifications for each category of age and sex.

  •     Aged from 14 to 19
  •     Aged from 20 to 24
  •     Aged from 25 to 29
  •     Aged from 30 to 34
  •     Aged from 35 to 39
  •     Aged from 40 to 44
  •     Aged from 45 to 49
  •     Aged from 50 to 54
  •     Aged from 55 to 59
  •     Aged from 60 to 64
  •     Aged from 65 to 70
  •     Aged from 70 to 74
  •     Aged from 75 to 79
  •     Aged from 80 +

This criterion will take into account the age of 31 December of the year of competition

3.14. DISQUALIFICATION

The participants will be disqualified in the following cases:

  • – failure to comply with indications of the organizer concerning the mandatory equipment and wearing the competition number on the chest;
  • – unsportsmanlike behaviour;
  • – failure to comply with indications received from the organizers or volunteers;
  • – cut of route;
  • – use of transport means during the race;
  • – organizer and the emergency medical service considers that the athlete’s injury no longer allows the continuation of the race;
  • – change or loss of competition number;
  • – exceeding of time limit intended for races.

3.15. APPEALS

  •     any participant may appeal against any other participant who did not observe the competition rules or against the decisions of officials;
  •     written appeal, together with a fee of 200 MDL, shall be submitted at the office of the organizer within 15 minutes since the display of provisional final results. The settlement of appeal shall be made during the following 60 minutes. The fee will be refunded to the participant if the appeal is accepted.

The participation diplomas (only for marathon, semi-marathon, 10.5 km and 5 km races) will be in electronic format and can be downloaded within two days after the event on the competition site.

The official festivity of the prizes will take place in start/finish area. To find out the exact time of festivity, please consult the official program of the competition.

SECTION 5. ADMINISTRATIVE CONDITIONS

5.1. HYDRATION POINTS

According to international regulations, a hydration point (flat water, isotonic beverage, fruits) will be placed every 5 km and in the Start/Finish area. Upon arrival, all participants will receive flat water, apples, bananas, oranges, glucose. The participants are asked to throw the plastic bottles and glasses in areas close to hydration points to facilitate cleaning process.

5.2. FIRST AID – AMBULANCE – WITHDRAWAL

The points of first aid will be ensured by an ambulance made available by the organizers. This will be in the Start-Finish area or in other areas, depending on necessity. It will be announced by the judges in the event of injury of the runners and will go immediately to provide the necessary aid to the injured persons. The runners, who has withdrew from the race, are asked to inform the judges from the race about their withdrawal or if they get to the Start/Finish area, to the judges from that area.

5.3. OTHER CONDITIONS

Eventual supporters of the participants (family members, friends) may stay in the vicinity of the route, but outside the running route, taking care not to damage the green areas. The road traffic will be restricted throughout the competition on all running routes.

The event will benefit of the presence of:

 Ambulance

 Road police and local police officers, in accordance with legislation in force of the Republic of Moldova.

SECTION 6. OBLIGATIONS AND RESPONSIBILITIES

6.1. Competitor’s obligations and responsibilities:

  • – Competitor undertakes to wear on chest and on sight the participation number during the competition;
  • – All the competitors participate in competition at their own responsibility;
  • – The competitor who abandons the race, irrespective of the reason, must inform the organizer immediately at one of the following places: at start, at the check points, at finish or calling the emergency number that will be announced pre-emptively and which you can find on the official site of the competition. Failure to inform the withdrawal from the race may result in a search and rescue operation (rescue teams) on the participant’s account. Withdrawal can be confirmed by the signature on the score sheet.
  • – A competitor who suffers an accident or any kind of physical or material damage, renounces himself by entering into a competition to any right to claim for damages or appeal to any person involved in organizing the competition, in particular against: the organizer or volunteers involved in organizing the competition (natural or legal persons), against sponsors, against the public institutions supporting the competition (mayoralty, local council, police, etc.).
  • – The competitors must attend the technical meeting and consider carefully the information announced by the organizers.
  • – The competitors bear all civil, contraventional and criminal liability for any damage caused by them to other persons during the race.
  • – In the event of an accident, the competitors are obliged to report it to the next checkpoint.
  • – The competitors understand that the organizers are applying all effort to stop traffic during the race, but they are committed to cross carefully through open car traffic and to comply with police and volunteer instructions in all situations.
  • – The competitors undertake to observe the environmental protection rules.
  • – The competitors understand that the organizer applies effort to ensure the size of the T-shirt appropriate to each participant, and if the organizer no longer has the appropriate size, the participant shall accept other size of the T-shirt.
  • – The competitors undertake full responsibility for the objects lost or forgotten on the route during the competition.

6.2. Organizer’s responsibilities

Organizer shall:

  • – mark appropriately the route to avoid the wandering;
  • – signalize the dangerous sections of the route;
  • – ensure 3 revitalization points along the route;
  • – ensure the reward of the participants according to information submitted in the section awards;
  • – inform the time limit during the technical meeting before the start;
  • – ensure the establishment of the check points along the route and the observance of arrival order of the competitors to these ones;
  • – ensure the environmental protection norms by locating the garbage collection points along the route;
  • – conduct the technical meeting before the competition, any changes announced on this occasion taking precedence over the information presented before.
